Public information campaign
Creating public awareness and
support to the reform program are key factors for success. At the start
of the inception period activities were launched and background
material produced with the aim of introducing the project in general
terms. In the implementation phase information material will become
more specific and tailor made, and will also be produced in electronic
format (CD-ROM) as well as on the internet (web site). During the whole
project duration information will be made available to the public.
In a discussion/ brainstorming
workshop lasting two-days held at an early stage of the project, ideas
for a strategy were developed, leading to a strategy paper for
communication activities. The plan identified a number of target groups
and included alternative strategies for promoting the project to these
specific groups.
For the promotion of the project two
different audiences can be identified, first the primary audience
including students, teachers, school administrators, education
specialists, employers, etc. These groups are supposed to benefit from
the project directly. The secondary audiences may comprise groups
interested in the project activities indirectly. These groups include
relevant public institutions, local authorities, political parties,
employment agencies, the general public, etc.
Complementary to the media oriented
work; a project newsletter is being published to disseminate
information bout activities, procedures, accomplishments, and
announcements on project events. The newsletter is being produced on a
quarterly basis and distributed to major stakeholders at different
levels including public, non-governmental, and private organizations.
Part of the newsletter will also
include abstracts of important reports, while relevant full reports
could be put on the website. For scientific studies and for encouraging
publications on the VET system and the project, information will be
made available to researchers; therefore the creation of a digital
information database will be created.
As foreseen in the ToR, a National
VET Information Centre will be established in Ankara, with the aim of providing
information to those requesting it. The Centre will have a project
library covering professional literature on VET in Turkish and English.
The regional offices are being
assisted in developing their own communication plans and dissemination
schemes for information.

Design and implement public information
campaigns
Information
and Marketing activities continued in order to promote the SVET Project
and create awareness on the importance of Vocational Education and
Training. Printings of quarterly newsletters continue. Design of the 6th
and 7th SVET newsletters is completed. Articles, texts and
news information, as well as pictures and images are selected and
collected. The lay out has been prepared. The relevant legal
regulations will be followed for printing and distribution by the
Project Coordination Unit, as the beneficiary, who has to take approval
from the attorney after giving final approval for printing. All newsletters foreseen in the
inception report, will be prepared, printed and distributed and
published on the internet by the project.
SVET
publications continued. A book on VET financing has been printed. A
book on EU Declarations related to Vocational Education and Training
has been printed and distributed. The conference book of Future
Challenges in VET is sent to the conference participants, the National
VET Info Centre and partners.
Workshops on
“Matching the National and Sectoral Qualifications to the EQF
Levels and Descriptors of Learning Outcomes” took place in the
Textile, Automotive, Gas, Maritime, Civil Aviation and Transportation
Sectors in Istanbul in April 2006, for Hotel Management, Tourism, Food
and Beverage Sectors in Izmir in May 2006. A seminar on
“Occupational Certificates, Assessment and Accreditation
Processes in EU” was held in Ankara in May 2006.
The general
web site and the regional offices’ web sites are updated on a
monthly basis. Support was given to pilot VET institutions to establish
or update their own web sites. All recent news, publications, reports,
newsletters are published. The technical work is carried out by MoNE.
The updates are first done in Turkish. After the completion of the
translations, the English side is also updated. The website is
focussing on dissemination of information and documents. The design is
kept as simple and feasible possible to allow faster access also in
remote areas of the country.
Although the
organisation of study visits have been initiated, the visit of the
local and national media members in order to introduce them the EU
practices and new concepts in Vocational Education and give support to
the overall campaign of creating awareness in importance of Vocational
Education in Turkey had to be postponed due to the beneficiary’s
request.

The 8th
newsletter will be drafted till the end of the reporting period. The
Web Site will be updated on a monthly basis. The revision of the
English content will continue.
The VET
Information Centre will be in operation and a half yearly planning will
be prepared. A second NGO meeting for VET Info Centre will be
organized.
The
“International Conference on Education, Training and Employment
in Civil Aviation” is planned to take place on September 2006 in Istanbul was
proposed by civil aviation sector and will be supported by SVET, Social
Partners, NGOs, Ministry of Transportation, Ministry of National
Education, Civil Aviation Authority of Turkey, Turkish Airlines, Sun
Express, and Onur Air. Objectives of the event are 1) increasing
linkages between VET institutions and civil aviation sector within the
EU Accession Process, 2) Civil aviation and related VET have been
developing rapidly in Turkey.
The current and the future infrastructure rehabilitation projects and new
investments in the aviation systems are causing the needs for the
well-trained workforce in the field.
There are VET schools (Bursa, Eskižehir, Istanbul
and Kayseri Anatolian Vocational
Secondary Schools),
postsecondary schools (Kayseri, Eskižehir) and faculties (Istanbul,
Ankara)
which have already started the education and training programmes in
aviation systems. A stable
cooperation with the world of labour is necessary to develop new
curricula to fulfil the needs of the sector. Training facility of the
laboratories & workshops and the technical capacity of the schools
should be improved with the current technology in this field. Training
needs of the teachers, who will be teaching the new curricula, should
be analyzed and the teachers should be trained accordingly. Current
technology within the European Countries should be studied and
knowledge and technology transfer should be accomplished for increasing
the training capacity of the VET schools to meet the needs of the
related service sector. To coordinate
the near future studies for the aviation systems, to establish
cooperation between the sector representatives and VET schools, and to
define the cooperation strategies for developing the RST in VET, a
comprehensive workshop will be held with the sector representatives in Ankara to
determine the course of action for near future. Expected outputs of the
event are 1) Cooperation among education sector and labour market in
the civil aviation; 2) Cooperation strategies for developing new
proposals in VET development, 3) Proposals to overcome the challenges
in human resource development, 4) Identification of needs in various
vocational branches.
The
organisation of a high level study visits has been re-designed. A study
visit for local and national media members is planned to introduce them
the EU practices and new concepts in Vocational Education and give
support to the overall campaign of creating awareness in importance of
Vocational Education. The visit is scheduled for 17 – 24
September 2006 to UK.
A
replacement of the local key expert for publicity/marketing has to be
identified and employed as soon as possible. Contracting is scheduled
for September to avoid a slow down of information intensity of the SVET
project.
