Policy Paper (Reporting Period: October 2006)

This Policy Paper, dealing with the role of social partners in VET in Turkey, has been drafted in the context of component 2.4 of the MEGEP/SVET work plan – the role of the social partners in VET governance. The purpose is to evaluate the current role of social partners in VET in Turkey and to make recommendations for policy makers in the Ministry of Education and social partner organisations on how to strengthen and institutionalise social dialogue on VET taking into consideration good practice models of social dialogue in EU. Role of Social Partners in VET Governance

Work on the drafting of the policy paper continued. The draft policy paper was discussed in two sessions  of the PSG (end of April). Comments received from the PSG members resulted in upgrading and modifying the paper substantially. A second draft has been prepared that covers the broad range of subjects relevant for social partner involvement.

A twinning visit was organised to enable DISK to meet sister organisations in  Italy. Reporting on this twinning visit by the members has ailed until now. The Labour Market Team will remind DÝSK and all other social partner organisations concerned to submit their visit reports .

Role of social partners in VET governance

 

The second draft of the policy paper will be discussed with the LWG in the beginning of August and then finalised by the LMT.

 

The PSG meeting is requested to give indications for work to be done in the next phases of the project, especially at regional level in the form of seminars and – if considered relevant – in the form of a national conference in Ankara.

 

For capacity building purposes, a study visit is proposed for members of the PSG to an EU country to learn from the way social partner involvement in VET governance is organised. In the opinion of the expert team, a visit to the UK will be most relevant since this country has made much progress in a variety of forms of social partner involvement at local level. Preparations for a study visit, if accepted by the PSG, will be started in this reporting period.
