Training standards (Qualifications)

As is stated in the Project's Terms of Reference and the Inception Report, the SVET Project has to develop a set of training standards forming the basis of the new competency-based modular curricula. Training standards are, in fact, standards to be used by the education sector to develop curricula, reflecting labour market demands in terms of competencies. In addition, training standards indicate entry requirements for an educational programme, assessment criteria, and future employment opportunities. During the work on development of a National Qualifications System, it was found that some characteristics of a qualification overlap with that of a training standard. A qualification indicates performance criteria, range statement, and evidence requirements for an educational path. While performance criteria of a qualification are similar to assessment criteria, range statements are loosely included in competencies stated in a training standard. Only the evidence requirements and some further clarification on performance criteria and range statements are needed to develop qualifications to be used in the National Qualifications System. Therefore, the Project will, from this reporting period on, continue to work on development of qualifications rather than training standards, in order to economize available funds and prevent duplication.
